The Budget and Treasury Department is headed by Mr Kushi Audan, who is responsible for the preparation of the Council's Budget, Annual Financial Statements, and managing the municipality's accounting records, investments, loans and fixed assets.

Revenue Management

Revenue Management unit is responsible for the: 

  • Administration and maintenance of customer accounts and Masterfile. Administration and monitoring of accounts related correspondence received from walk in customers, telephonically and through emails.
  • Maintenance of meter related information, billing of customer accounts for municipal services and ensuring that all municipal revenue is properly recorded.
  • Monitoring the debtor's book, collection of municipal revenue for all services rendered through enforcing debt collection procedures and issuing of clearance certificates.
  • Administration of the Indigent Support program, free basic services and monitoring the Indigent Support Register.

Supply Chain Management

​The supply chain management unit is responsible for the procurement of goods and services, administration of the supplier database, contracts management and logistics management.

Functions

  • Reporting to Municipal Council and Provincial Treasury on the implementation of the SCM Policy

Budget Planning, Monitoring & Financial Reporting

The Budget Office is responsible for the following:

  • Financial planning, budget preparation, control and monitoring.
  • Financial performance and position reporting to the relevant oversight committees within the municipality as well as outside stakeholders on a monthly, quarterly, bi-annual and annual basis.
  • All other statutory reporting to National and Provincial treasuries as well as other government departments.
  • Preparation and review of the individual and Consolidated Financial Statements (Annual and interim)
  • Facilitation of the processes associated with the Auditor General of South Africa
  • Monitoring the application of accounting procedures to ensure that accounts are reconciled monthly, general ledger is updated and that the statutory reports are correct and submitted timeously​

Vision: To ensure that Ugu District Municipality' s assets are properly safeguarded and maintained to contribute towards sustainable service delivery to the community.

Mission: To provide proper controls and management systems that will ensure effective, efficient, economical, and transparent use of the Municipal assets.

Functions​

  • Safeguarding and management of Municipal property, plant, and equipment.
  • To ensure management are aware of their responsibilities in regards of infrastructure assets.
  • To set out the standards of physical management, recording and internal controls to ensure property, plant and equipment are safeguarded against inappropriate loss or utilisation.
  • To specify the process required before expenditure on property, plant and equipment occurs
  • Maintain a GRAP compliant FAR and account for the assets accurately
  • Ensure the safekeeping of the assets as per asset management policies
  • Ensure the adequate maintenance of the asset register
  • Manage the disposal of the assets in line with legislation
  • Ensure compliance with asset management policies and legislation
  • Facilitate the procurement and the management of an insurance broker
  • Ensure that all municipality assets are sufficiently insured
  • Management of all the claims process for all losses suffered by the municipality

 

Insurance Services Functions

  • Ensure the municipality is sufficiently insured
  • Recording of all incident reports and claims notifications
  • Set out a legislative framework to comply with asset management requirements, more especially requirements pertaining to the safeguarding of municipal assets
  • Ensuring that the general the public rights and obligations when lodging a public liability claim is well communicated,
  • Set out the role and responsibilities of officials, managers, and councillors regarding safeguarding of municipal assets and insurance processes
  • Facilitate the procurement and the management of an insurance broker
  • Management of all the claims process for all losses suffered by the municipality
  • Recording of all incident reports and claims notifications

The Cash Management Section is responsible for managing:

  • Management of the Municipal Cashflow and reserves, ensuring its planning, monitoring, and reporting. Ensuring overall sound cash management practices, enabling the efficient utilisation of cash resources.
  • Municipal Bank accounts, including reporting administration and management of accounting records thereof
  • Municipal Cashbooks, including payments and receipting.

​The Grants & Expenditure section is responsible for managing:

  • the administration and monitoring of conditional and unconditional grants expenditures
  • the payment of salaries and Councillor allowances
  • the payment of all money owing by municipality within the regulated time frames
  • the municipality compliances with its tax, levy, duty, pension, medical aid, audit fees and other statutory commitments
  • the accuracy of municipality's creditor related transactions and accounts​

FMSS section is responsible for the following:

  • Management and provision of technical and system administration support for the full financial management system - Sage 200 Evolution ERP System, including the HR & Payroll System - Sage 300 People, the Revenue Management System – Sage Municipal Billing, Meter Reading System - RouteMaster.Net, and other sub-systems.
  • Management of Service Level Agreements for the financial management software suite.
  • Management of the municipality's mSCOA project implementation and support.
  • Provision of technical support to the Budget Section with respect to extracting, corrections, and submission of budgets and monthly reporting data strings​

Manages assurance to Management on compliance by creating a platform from which meaningful compliance incidences and high-risk areas are brought to their attention. It ensures Budget and Treasury Department comply with all regulatory and financial policies, procedures, and standards by;​

  • Managing, Planning and co-coordinating compliance activities
  • Promote compliance culture and create continuous awareness on compliance environment
  • Analyse systems of internal controls as part of compliance testing
  • Ensure resolution of compliance findings raised by other Assurance providers e.g Internal Audit unit, PMS unit and AG during monitoring reviews and audits.
  • Prioritise and oversee process to resolve compliance complaints from external regulators
  • Undertake risk, value for money, tender and financial control audits during the forensic investigation
