About Ugu
Ugu District Municipality is a category C municipality which is a municipality that has
municipal executive and legislative authority in an area that includes more than one
municipality. It is 4 908 km² in extent and boasts a spectacular coastline of 112
kilometers, which forms its Eastern border.
The region is bordered on the North by the eThekwini, in the West by Umgungundlovu
and Harry Gwala District municipalities and on the Southern side shares its borders with
the Eastern Cape Province. The municipality consists of 85 municipal wards, which
culminate into four local municipalities, namely Ray Nkonyeni, Umuziwabantu,
Umzumbe and Umdoni. Ugu District municipality has forty(40) traditional council areas
within its jurisdictional area.
According to the Stats SA Census 2022, the total population of the Ugu District
Municipality area of jurisdiction is 773 402 with a growth rate of 1.1.
The district has a relatively young population with the children and youth making up
62.2% of total population. The dominant population group is Africans making up 87% of
the total population. Indians, Coloureds and Whites make up the other 13% of the
population. The Ugu District Municipality are of jurisdiction has a total number of 172
628 households with an average size of five persons per household.

By 2035 Ugu District Municipality will provide adequate access to basic services in an efficient and sustainable manner, enhancing the quality of its citizens in an inclusive progressive economy.

Amakhosi
Ugu District Municipality acknowledges the critical role of Amakhosi’s knowledge and relationship with communities which are integral to the efficient implementation of service delivery.
This stance is in line with the provision of Section 154(2) of the Constitution of the Republic of South Africa 1996; parallel to this legislative arrangement is Section 81 of the Municipal Structures Act, which allows the MEC for CoGTA to identify Amakhosi to serve in Municipal Councils.
In light of the above, Ugu District Municipality has three Amakhosi in their Council which were identified by the former MEC for Co-operative Governance and Traditional Affairs (CoGTA), Ms Nomusa Dube to form part of decision making for the development of the Ugu District.
In 2013, the former Speaker of Ugu District Municipality, Cllr Sthembiso Cele made sure that a workshop was held to ensure that all the Amakhosi gazetted to serve in various Municipal Councils within the Ugu District were introduced to the Code of Conduct and the Standing Rules and Orders of Council.
Amakhosi plays a pivotal role and works in partnership with the elected Councillors to facilitate the implementation of community development in their respective localities.
In 2015, the Ugu District Municipal Council approved that Amakhosi should attend the meetings of the Portfolio Committees as follows, which has been implemented accordingly.

District Council
District Municipalities are made up of a number of local municipalities that fall within one are, which is determined as a district. Four Local Municipalities make up the Ugu District. The District Municipality is tasked with the co-ordination of development and service delivery within the entire district. A District Municipality, however, It has its own administration [staff].
The supreme decision making authority of the District Municipality is the Ugu District Municipal Council.The Ugu District Council comprises two types of Councillors:
Elected Councillors
These Councillors are chosen by all voters in the area through a proportional representation ballot. They comprise 40% of the District Council.
Local Municipality Representatives
Councillors representing Local Municipalities within the area are nominated by their respective Local Councils to serve on the District Council. These representatives make up 60% of the District Council.
The Ugu District Municipal Council have the power to:
Adopt and enforce By-Laws: Local laws and regulations about any of the functions they are responsible for. By-Laws may not contradict or over-rule any national laws.
Approve Budgets and Development Plans: Every year a municipal budget must be passed that sets down how money will be raised and spent. The Council should approve an overall plan for how development should take place in the area. This is called an Integrated Development Plan [IDP] and all projects and planning should happen within the framework of the IDP.
Impose Rates, Levies and Other Taxes: It is an important source of income.
Charge Service Fees: For municipal services like water and sanitation.
Impose Fines: For anyone who breaks municipal by laws or regulations, for example traffic fines, littering or library fines.
Borrow Money: The Council may agree to take a loan for a development or other project and to use the municipal assets as surety.
In Line with the above, decisions must be made in full council meeting. Many of the minor decisions that municipalities have to take can be delegated to the Executive Committee, the Portfolio Committees or to officials or other agencies that are contracted to deliver services.
When other agencies deliver services, it is important that the municipal council keeps accountability. Councils have to develop systems to ensure that delegated functions are performed properly and within a clear policy framework. Contracts must be drawn up to ensure that agencies adhere to agreements.
Standing Rules and Order of Council:
All Council meetings are run according to the Rules that are called the Standing Rules and Order of Council and its Committees. These set out how the meeting should be run, how one can propose motions or pass resolutions and how decisions will be made. The Speaker of the Council decides whether anyone is breaking the Standing Rules and Orders and is responsible for keeping order.

Executive Committee
Where a Committee exercises executive powers, it elects a Mayor to act as its Chairperson, but the Mayor does not have greater power than other members of the Committee. Like municipal council meetings, the meetings should be open unless it can be shown to be reasonable to exclude the public due to the nature of the agenda (S. 20 (2) of the Municipal Systems Act).
The Executive Committee (Mayor) must submit a report and recommendation to the Municipal Council before Council decides to:
- Adopt and Enforce a By-Law;
- Approve a Budget;
- Impose Rates, Taxes or Other Charges;
- Take out Loans;
- Approve the IDP; and
- Decide Human Resource issues such as the Hiring and Conditions of Service of the Municipal Manager and Heads of Administrative Departments.

Management Committee
The Management Committee carries out a vital role within the Municipality. Their role is not necessarily about doing, it is about ensuring things are done. Usually the day-to-day management of the Municipality will be delegated by the Municipal Manager.
The Management Committee is made up of the Municipal Manager (Chairperson), the General Managers, the Senior Manager: Mayoralty and Communications, the Senior Manager: Corporate Strategy and Shared Services, the Manager: Legal Services and the Manager: Risk and Internal Audit. The said Committee is held accountable for the activities of the Municipality. It is the ultimate decision-making forum administratively.
Overview of Responsibilites
The Management Committee plays an important role in the Municipality as both leaders and decision-makers. Their overall responsibilities are summarized below.
Vision and Leadership: The Committee is responsible for ensuring that all activities of the Municipality align with its vision, purpose, and aims. They establish the core values, ethical principles, and strategic direction that guide the Municipality's actions.
Accountability: Committee members are accountable for all actions and expenditures of the Municipality. This includes monitoring and evaluating the performance of all areas within the Municipality to ensure transparency and effectiveness.
Legal Compliance: The Committee ensures that the Municipality complies with all relevant legal and regulatory requirements. They seek appropriate guidance for any uncertainties and ensure that all activities adhere to the governing document of the Municipality
Financial Oversight: It is the responsibility of the Committee to ensure that all financial resources, property, and assets are properly utilized, managed, and accounted for. To maintain accountability, they implement and maintain appropriate systems and processes.
Staff Management: As the employer of the Municipality's staff, the Committee ensures the implementation and management of suitable policies and procedures. They are responsible for supporting and properly managing all staff members.
