Ugu District Municipality acknowledges the critical role of
Amakhosi’s knowledge and relationship with communities which
are integral to the efficient implementation of service
delivery.
This stance is in line with the provision of Section 154(2) of the
Constitution of the Republic of South Africa 1996; parallel to this
legislative arrangement is Section 81 of the Municipal Structures
Act, which allows the MEC for CoGTA to identify Amakhosi to serve
in Municipal Councils.
In light of the above, Ugu District Municipality has seven Amakhosi
in their Council which were identified by the MEC for Co-operative
Governance and Traditional Affairs (CoGTA), Ms Nomusa Dube to form
part of decision making for the development of the Ugu
District.
In 2013, the Speaker of Ugu District Municipality, Cllr
Sthembiso Cele made sure that a workshop was held to ensure that
all the Amakhosi gazetted to serve in various Municipal Councils
within the Ugu District were introduced to the Code of Conduct and
the Standing Rules and Orders of Council.
Amakhosi plays a pivotal role and works in partnership with the
elected Councillors to facilitate the implementation of community
development in their respective localities.
In 2015, the Ugu District Municipal Council approved that
Amakhosi should attend the meetings of the Portfolio Committees as
follows, which has been implemented accordingly.
